Grant Athletics Upper Fields Project

The project was completed in the summer of 2022.
It is now available for use by Grant Athletics & the community. The project began in February 25, 2020. The Board of Education approved Phase One of the Grant Bowl Master Plan. Phase One included adding an OSAA regulation softball field to the upper turf field at Grant High School and adding field lights to the area to support high school and community teams that utilize the baseball, softball, lacrosse, and soccer fields. The addition of lights will extend play time and make the field safer for students and the community. Project Updates
July 2022 - Project complete=
The project has been completed and is now available for use. Due to supply chain issues, the installation of the new scoreboard has been delayed but is expected in the coming months.
April 2022 - Lights are installed
The construction team continues to make great progress on the Grant Upper Field Improvement. Below are some highlights of progress since the last update:
· Field lights assembled and erected
· Electrical conduits run to all light poles, dugouts, and into the school electrical room.
· New dugout foundations formed and concrete poured
· Continued installation of field drainage/storm sewer on south end
· Foundations for the safety netting poles excavated, rebar cages installed, and concrete for the bases poured
· Excavation and layout of backstop completed
· Continued base rock backfill for new asphalt path areas
The contractor is now showing substantial completion in June, 2022. The shift in date is due to longer lead times on sourcing field items (fencing and dugout materials). The material delays are a result of continued supply chain issues in the industry. The contractor is actively shuffling their schedule to keep progressing as efficiently as possible while dealing with these COVID related material delays.
Feb 2022 construction is underway
The construction team has made great progress on the Grant Upper Field Improvement (GUFI) project in the three weeks since they have been on-site. Below are some highlights of progress to date:
- construction fencing and erosion control installation.
- Removal of existing synthetic turf and demolition of concrete fence boundary on the south and east sides of the field.
- Installation of new storm sewer manhole south of field.
- Start of excavation and base rock backfill for new asphalt path areas in the southeast corner.
- Excavation and installation of bases for the new field lights.The project team is expecting to reach substantial completion by May 24, 2022.
July 2021 Milestones
A Type III Land Use Hearing for the Grant Upper Field took place May 10th 2021 and the project was approved on July 2nd.
Grant Upper Field Type III Land Use Hearing May 10th
This project is required to complete a Type III Land Use review, which is a public process that includes a public hearing open to anyone in the community. The date for the hearing was Wednesday, May 10. Public comments can still be submitted in writing to the hearings officer Hearingsofficeclerks@portlandoregon.gov until 4:30p.m. on Monday May 17th.

The Grant Upper Field Advisory Group is made up of school and community stakeholder representatives who work together to help provide feedback for the Grant Upper Fields project. While members do not make decisions, their input is crucial in creating a design that the entire community can be proud of.

On Tuesday, February 25th 2021, the PPS Board of Education approved the Grant Bowl Master Plan. The Master Plan report presented two options; a base option keeping all activities in the bowl and an alternate option which places a competitive softball field in the upper field at Grant. The alternate option was conceived to be completed in two phases. The first being the construction of the softball field and the second the improvements to the Grant Bowl. School Board approval provided direction and funding to complete Phase One of the Alternate plan, constructing a softball field in the upper field at Grant High School. In order to support both baseball and softball in this location, field lighting is part of the project. Phase One is being funded out of the 2012 School Building Improvement Bond. Phase Two will need to seek funding from other sources.
The Grant Upper field improvement is a joint project between PPS, 国产真实迷奸 Parks and Recreation, 国产真实迷奸 Interscholastic League and the Grant Park community.
The Grant Bowl Master Plan Project Summary
The overall goal of the Grant Bowl project was to provide a safe, and well-functioning sports facility to support softball and other sports at Grant, through the addition of lights, bleachers, and infrastructure to host athletic practices and games. Grant is one of the few schools in Oregon that is not able to host home games due to the nature of the fields. The Grant Bowl Master Plan Project is independent of the Grant Modernization project. It was during the Grant modernization that PPS began work on addressing the needs of Grant athletics that had not originally been dealt with in the modernization work. Meetings were held during that time to examine various options to address these concerns and an independent planning process with its own timeline and funding was begun. The Grant Upper Field project is an outgrowth of the Grant Bowl Master Planning process and is independent of the Grant modernization project that was completed in 2019. It was during the Grant modernization that PPS began work on addressing the needs of Grant athletics, namely the addition of a softball team and the ongoing lack of ability for the school to host home games for multiple sports, not addressed in modernization work. Meetings were held during that time about various options to address these concerns and an independent planning process with its own timeline and funding was begun. The overall goal of the Grant Upper Field project is to provide a safe, and well-functioning sports facility to support softball and other sports at Grant, through the addition of lights and infrastructure to host athletic practices and games.
After an extensive public engagement process that included a Master Planning advisory group and several public Town Halls a Master Plan report was created and submitted the BOE. The Master Plan report presented two options; a base option keeping all activities in the bowl and an alternate option which places a competitive softball field in the upper field at Grant and separated into two phases. On Tuesday, February 25th, the PPS Board of Education approved the Grant Bowl Master Plan selecting the alternative plan and funding construction of Phase One a competitive softball field in the upper field at Grant. Phase Two of the approved alternative plan - a full upgrade to the Grant Bowl – has no identified funding source at this time. For more information please visit the Grant Bowl Master Planning page.
Important facts about the athletic fields used by Grant:
- Unlike other PPS high schools Grant has a limited field area for its athletics programs.
- The Grant bowl, where many Grant teams practice/play is owned by 国产真实迷奸 Parks and Recreation (PP&R).
- The modernization of the school did not include additional funding for redeveloping the Grant Bowl. The modernization did include improvements to the upper field which is jointly owned and shared by PPS and PP&R.
- Grant is the only 6A high school in the state that cannot host home games because of the lack of lighting.
Project Team
is the design team for the Grant Athletics Upper Fields project. Bora has a strong background in designing creative functional and sustainable learning environments. They designed the new Faubion PK-8 School that opened in 2017 and the New Lincoln High School (now under construction) and set to open in 2023.
